- internal/notify: Telegram (POST /sendMessage) et Resend email (POST /emails)
- Credentials lus depuis env vars (telegramBaseURL/resendBaseURL overridables en test)
- No-op gracieux quand token/key absents
- 5 tests unitaires avec httptest.Server
